I would like to take this opportunity to share with you what the Free State Provincial Library & Information Service (the Library & Archive Services Directorate of the Free State Department of Sport, Arts and Culture) is doing for SA Library Week 2008:
For 2008, we will have no central event - instead we have provided our 163 public libraries and depots with promotional packages and guidelines, enabling them to host a series of activities at their libraries from 17 - 20 March 2008.
Herewith a taste of activities that were included in the package:
Activity 1: World Map
In line with the "From local to global" part of the theme, libraries were provided with materials to make a World Map to display in their libraries, indicating South Africa (local) and all the countries with their flags and capitals (global) that participated in the 2006 Soccer World Cup.
Activity 2: Soccer Quiz
We provided libraries with materials and guidelines to host a Soccer Quiz on an adult and juvenile level. We provided them with a Quiz booklet with questions on subjects like Soccer Rules, Soccer Heroes & Legends, Particiapting ccountries, General soccer questions etc.
Acticity 3: Colouring-in Jersey
We provided libraries with an information booklet on PSL Soccer clubs as well as templates of the club jerseys for colouring-in purposes. Afterwards, library workers can display all the coloured-in jerseys.
Activity 4: My soccer hero/legend
We provided libraries with an information booklet on (inter)national soccer heroes and legends, as well as guidelines on how to involve a group of children in a "show & tell" session where they can bring a photo or drawing of their soccer hero to the library and share with the group why that person is their hero. The child sticks the photo / drawing onto a Wall of Fame and the library worker reads biographical information from the booklet to the children to support their general knowledge with facts.
Activity 5: On the soccer field with your library
We provided libraries with a soccer bibliography of books available in FS public libraries, a poster and booklet with information on what FIFA is, a template of a soccer player and template of a soccer ball containing the 2008 SA Library Week theme to enable libraries to make a soccer display for Library Week.
We hope that through the above-mentioned activities, we will not only raise the awareness of library users about soccer and the up-coming 2010 World Cup event (applying the SA Library Week theme : "From local to global @ your library"), but also make them aware of the soccer-related information materials available at their local library - the same goes for information on the history and geography of countires that may participate in the World Cup.

We would like to invite you to grab your diary and immediately book a date with SLIS for a great tutoring and learning opportunity!
Our first paraprofessional workshop of the year is around conducting successful reference interviews. The reference interview is an art and forms the basis for information provision in all types of libraries. You as an information professional need to understand exactly what the user is asking for to be able to know which information sources to consult, how much information to provide, on which level it should be, and to evaluate the information before supplying it.
The workshop will be conducted at entrance level for students of Library and Information Science, information professionals who just started their career and who do information retrieval. There will be practical examples and the opportunity to practice with other delegates. It is not going to be theoretical.

Louise Mitchell has been part of the Anglo American library (ATD Tech-Know Link) team for 10 years and before that has worked in various academic and public libraries. Over the last 20 years it has become her personal challenge and passion to perfect the art of the reference interview and she is still working on it. She is very actively sharing her knowledge and experience with her colleagues and sets an inspiring example of continious development of one's skills and of the goal to never stop learning and improving.
The services, professionalism and value-add of ATD Tech-Know Link is highly regarded amongst top management at Anglo American. From the level of Anglo Technical Director down, the team's abilities and services is known and more importantly, used. Our first paraprofessional workshop of the year is around conducting successful reference interviews. The reference interview is an art and forms the basis for information provision in all types of libraries. You as an information professional need to understand exactly what the user is asking for to be able to know which information sources to consult, how much information to provide, on which level it should be, and to evaluate the information before supplying it.
The workshop will be conducted at entrance level for students of Library and Information Science, information professionals who just started their career and who do information retrieval. There will be practical examples and the opportunity to practice with other delegates. It is not going to be theoretical.

It has become tradition to launch the Week in a different province of the country every year, highlighting the role that libraries play in a democratic society, advancing literacy and making the basic human right of freedom of access to information a reality. During this period LIASA aims to make all South Africans aware that libraries contribute to nation-building and improving the quality of life of all who use them.
The theme has been inspired by the story of Neal Petersen, the South African yachtsman who was the first black man to sail solo around world, who says that he would not be where he is today without libraries. Growing up as a young boy on the Cape Flats, he discovered sailing and the art of navigation through books in his local public library and there truly went from local to global @ his library.

You are invited to contribute to the WIPO study on copyright exceptions for libraries. In 2006, eIFL libraries took part in the WIPO study on exceptions for blind and visually impaired people.
This study is even more important for us because it is particularly related to libraries.
Professor Kenneth Crews, the author, a well-respected academic in the States, would like to hear your experience working with the copyright law in SA.
1.Does our copyright law allow you to do everything that you need to?
If not, please give some examples.
2.Are there new services that you would like to provide, but can't because of copyright restrictions?
3.Have you experienced problems with our copyright law?
4.Have you worked on any projects that were delayed or stopped because of copyright restrictions?
5.Have you overcome any problems and/or worked together with rights holders to resolve problems?
6.Have any projects been delayed because of copyright, e.g. digitization, institutional repositories, etc.?
7.Have you experienced any technological protection measures embedded in works, e.g. encryption, passwords, etc. on CDs, or other media, which
limit or prevent access?

Theme: Looking ahead: the changing role of LIS
You are invited to submit proposals for papers & posters that will focus on areas related to the theme of the conference.
The Tenth Annual LIASA Conference provides an opportunity to debate, share and learn about the changing roles of LIS in South Africa, Africa and globally in the new millennium. In South Africa, different LIS sectors have experienced the South African Society in transition. LIASA is entering into its second decade of existence. Funding has been finally made available to the public libraries and will relieve some of the pressure that public librarians have carried for a decade. Academic libraries have gone through a series of changes as a result of the mergers. How well has the LIS sector fared in contributing to a democratic South Africa, nation building and the creation of a society that values and respects diversity? How does the LIS sector position itself for the next decade in the transformed society of South Africa? What is the role of LIS on the African continent in the second decade of the new millennium? What is the role of South African and African LIS in the global space and how can it be realized? Local and international professional colleagues and partners are invited to participate in discussions and workshops around the proposed topics.
Papers and poster proposals on topics such as the following will be considered for inclusion in the conference programme:

Important information about the submission of abstracts
Preference will be given to short papers based on practical experience.
Priority will be given to papers on the theme and topics listed, although papers on related topics may also be considered.
Papers must be presented in English.
Submissions must include:
full title of the paper;
name(s) of author(s),
institutional affiliation,
full contact details of author(s),
an abstract of the paper of 300 - 500 words
Each abstract file should be named with the surname of the presenting author, e.g.: Smith abst1.doc
Include the contact details of author(s) in the abstract file

The abstracts of the accepted papers may be published in the conference programme
Authors of accepted papers will be notified as soon as possible after 30 April 2008.
No correspondence will be entered into about acceptance or non-acceptance of papers.
The final version of the full paper must be submitted in electronic form (as an MS Word file) by 20 September 2008 for publishing.
Papers presented at the LIASA Conference will be considered for publication in the South African Journal of Libraries and Information Science.
This call for papers is for the plenary and parallel sessions of the Conference. Papers that are more suitable for the Interest Group sessions will be forwarded to the relevant Interest Group Conveners.
Proposals for papers for a specific Interest Group session can also be submitted. Please indicate which Interest Group.

Important information about the submission of abstracts
Preference will be given to short papers based on practical experience.
Priority will be given to papers on the theme and topics listed, although papers on related topics may also be considered.
Papers must be presented in English.
Submissions must include:
full title of the paper;
name(s) of author(s),
institutional affiliation,
full contact details of author(s),
an abstract of the paper of 300 - 500 words
Each abstract file should be named with the surname of the presenting author, e.g.: Smith abst1.doc
Include the contact details of author(s) in the abstract file
brief CV of the author(s) (separate file) named with the surname of the presenting author, e.g.: Smith CV.doc
The abstracts of the accepted papers may be published in the conference programme
Authors of accepted papers will be notified as soon as possible after 30 April 2008.
No correspondence will be entered into about acceptance or non-acceptance of papers.
The final version of the full paper must be submitted in electronic form (as an MS Word file) by 20 September 2008 for publishing.
Papers presented at the LIASA Conference will be considered for publication in the South African Journal of Libraries and Information Science.
This call for papers is for the plenary and parallel sessions of the Conference. Papers that are more suitable for the Interest Group sessions will be forwarded to the relevant Interest Group Conveners.
Proposals for papers for a specific Interest Group session can also be submitted. Please indicate which Interest Group.

African Guest Librarian Programme (1 librarian per year)

The Nordic Africa Institute in Uppsala, Sweden is announcing an African Guest Librarian programme for 2008. The application deadline is 1 April 2008. The African Guest Librarian Programme is aimed at young professional librarians working in African academic or research libraries with a social science focus. The programme is a mixture of hands-on work experience, study visits and an exchange of skills and ideas. The duration of the programme is 4-6 weeks in Uppsala, Sweden, preferably in the period September – November.

The IFLA Africa Section is calling for proposals to be funded by IFLA: Action for Development through Libraries Programme, ALP to promote library related activities in Africa. The IFLA Africa Section invites practitioners and academics to submit abstracts for papers to be presented at the Africa Open Session of the World Library and nformation Congress to be held in Quebec City 10-14 August 2007. The Africa Section Open Forum will focus on the effect of globalisation of libraries in Africa. Globalisation is seen as providing both an opportunity and a threat to Africa Libraries. In what ways can libraries leverage on globalisation t enhance librarianship in Africa? In what ways is globalisation a challenge to African libraries?
Papers that examine practical applications and original research on the subject are welcome.
The deadline for submission of a detailed, one-page abstract (in English or French) and full author details is 15 January 2008. Selection of papers will be based on the abstract.
Other requirements are as follows:Paper must be original and never been published before Paper should be of 20 pages maximum, double spaced typing Paper should be written in English or French with an abstract of one page in the same language 20 minutes will be allowed for the delivery of the paper by Power point. Have we have blown up the reference desk? Reference Services in virtual worlds
Subjects of interest:
This open session will provide pro and contra experiences and arguments for reference services in virtual worlds. We have moved on from the reference librarian on the internet or in an ‘ask-a-librarian’ service. By looking at both the virtual world (such as Second Life) and the physical world, there will the opportunity for an open-minded investigation into the suite of information services now on offer.
This Session is not about connectivity or technology, but about user expectations, service delivery and staff. It looks at the following questions:
Are there new roles for libraries and librarians in virtual worlds?
What does it mean to be a virtual librarian and what knowledge base and skills does that librarian need?
How does real life service link in with virtual / Second Life services and can the same level of service be provided in both environments?
Will reference staff as gamers be able to connect to and be of relevance to users, or do they stay with their more traditional roles?
In the mean time what is happening in the real life service? How are services being provided and from where? Can physical and virtual services work side by side?
Do we need to re-think our purposes and infrastructures?
Proposals
Deadline for submitting a detailed one-page abstract and full author details is January 22, 2008. Late submissions will not be considered. The selected presenters will be notified by end ofFebruary 2008.

In line with these objectives the Trust annually offers at least one grant each (maximum R40,000) in the fields of (1) research and of (2) development in librarianship and information work in South Africa, for projects which, according to the Trustees, will best contribute to the realisation of the above objectives. The Trust reserves the right not to make any grants from the applications received.

The advent of affordable global digital connectivity has created opportunities not only for more effective and efficient research, but also for new, better, faster and previously impossible research. The proviso to participate in the new forms of research, known as eResearch or eScience, requires that sustainable management and curation processes and practice are put in place at the onset of the research project.
What is digital curation and management?
Curation and management of research outputs (data sets, journal articles, conference papers, models, simulations, visualisations and a multitude of multi media), refer to the active management (taking care of), appraisal (evaluation of quality) and promotion (awareness creation) of digital content during the entire life-cycle of scholarly and scientific interest; and therefore stretches beyond the short term boundaries of an individual research project. Curation and management refer to accessibility periods of longer than 20 years.
As a start it is necessary to consider the following:
(1) National Government Departments and the Science Councils that provide them with R&D, universities and even private research companies continually produce, at great expense, datasets and reports that are intended for a specific purpose, but could, if properly managed, be repeatedly re-used, in their original or aggregated format.
(2) This cannot happen if they are dispersed among a range of project and institutional repositories/computers, many of which have no long-term preservation plan, and with no mechanism to make their existence known.
(3) Modern ICT provides for the infrastructural means to capture, secure and share such valuable items of intellectual capital. However, sharing relates to consistent processes and behavioural discipline.
(4) The previous points have led to the creation of Digital Management and Curation systems in all the leading research countries, at least in the Anglophone ones.
(5) Africaand South Africaare lagging behind, but can profit by the willingness of the leaders to share their expertise and systems.
(6) This is a potentially beneficial effort but will require resources and will to make it happen.
Researchers, internationally, are currently debating whether a research repository, one of the vehicles for access to research output curation, should be discipline specific or whether it would be better for institutions to create multidisciplinary repositories and to decide as an organisation how curation should take place. In addition the pressure, to insist that publicly funded research results should be made available in public access is mounting internationally. South Africa, for example, is a signatory to the OECD declaration on access to research data from public funding and yet the infrastructure to provide such access is under developed.
Objective of the conference
The objective of this two day event is to create a shared understanding of curation and digital management. In addition researchers (and the staff that directly support research) will be given the opportunity to surface their needs and requirements to ensure long term accessibility to their research output (data, information, models, graphics, etc.) especially then when the research is made possible through public funding. The unique requirements of five research groupings will be addressed.

Defining information: the site of struggle
The term ‘information’ is used in a multitude of contexts in the so-called "Information Society". The contemporary information context is paradoxically antipathetic to the traditional information professions, as there is an emphasis on the Information and Communication Technologies (ICTs) and their development and deployment, rather than the information that they convey.
The notion of ‘information’ is contested in two ways. There are many professional groups who describe themselves as ‘information professionals’, whereas the object of their work is discovered to be data, data systems or telecommunications, and there is little evidence here of understanding the human processes of knowledge creation,
information communication and meaning construction. On the other hand, traditional information professionals, such as librarians, are often perceived to be guardians of warehouses of physical artefacts, such as books, and their contribution to socio-economic (and other) development overlooked. Secondly, business literature, and much of the literature on socio-economic development, is replete with suggestions that ‘information’ is a commodity, which has a financial value and which can be traded in a marketplace; that the provision of ICTs is sufficient to have the desired ‘developmental’ effects, and that the accumulation of ‘information’ has direct financial and economic benefits. This conceptualisation, once again, does not consider how information is created, shared or used.
The challenge that faces traditional information professionals is that, for the most part, their theoretical foundation, praxis and teleology is located within a context which, to a large extent, no longer exists: it has changed politically, economically, socially, technologically and environmentally. The education for, and practice of, the traditional information professions has not adjusted to these changes. Instead,
they are seen as redundant, with libraries and library schools being closed down.
The change that is required is not dissimilar to the challenge for a change of paradigm that faces society as a whole. For many (e.g. Castells), the "Information Society" is little more than the last phase of Industrialism, predicated upon the manufacture and trade of commodities within a capitalist framework. Defining information in such as way that differentiates it from ‘data’, ‘technology’ and ‘facts’ may stabilise a conceptual model for information work which can more
adequately deal with society’s information problems and needs. In this seminar, two different approaches to defining the concept of information are considered, and their respective outcomes discussed.

The challenge that faces traditional information professionals is that, for the most part, their theoretical foundation, praxis and teleology is located within a context which, to a large extent, no longer exists: it has changed politically, economically, socially, technologically and environmentally. The education for, and practice of, the traditional information professions has not adjusted to these changes. Instead,
they are seen as redundant, with libraries and library schools being closed down.
The change that is required is not dissimilar to the challenge for a change of paradigm that faces society as a whole. For many (e.g. Castells), the "Information Society" is little more than the last phase of Industrialism, predicated upon the manufacture and trade of commodities within a capitalist framework. Defining information in such as way that differentiates it from ‘data’, ‘technology’ and ‘facts’ may stabilise a conceptual model for information work which can more
adequately deal with society’s information problems and needs. In this seminar, two different approaches to defining the concept of information are considered, and their respective outcomes discussed.
