Ellen Tise elected President-elect of IFLA

On behalf of the President of LIASA, National Executive Committee, Representative Council and members, we would like to congratulate Ellen Tise on her election as President-elect of IFLA.

She will begin her two-year term (2007-2009) as President-elect during the IFLA conference in Durban this August, succeeding Claudia Lux as President in August 2009 for a two-year term, 2009-2011.

What a great year for South African and African librarianship with Ellen's election as President-elect, following in the footsteps of Kay Raseroka who served as President during 2003 - 2005 as well as the second time the WLIC/IFLA Conference is being held in Africa in 73 years.

Congratulations Ellen!

In his speech, he said that libraries make a qualitative difference by enabling individuals to develop "wings of the mind" and thus transcend their circumstances and used the example of Neal Petersen to underscore the importance of libraries in changing people's lives. He took the opportunity to acknowledge the role in this played by Letta Naude, formerly of the Wynberg Public Library now the Head of the Sea Point Library, Cape Town, saluting her brave deeds.

* Demonstrate excellence in marketing, promoting and advocating for LIS.
* A good communicator in order to be a spokesperson for the LIS sector.
* Must have a recognized LIS qualification.

All members are eligible for nomination with the exception of members
of the LIASA Exco and Representative Council. Those who nominate or
are nominated may not serve as part of the adjudication panel.

THEME MOTIVATION

LIASA

LIASA is entering into its second decade of existence. It is therefore appropriate do some introspection; to measure how far along we have come in meeting the vision and mission we have set for ourselves in LIS in South Africa. It also an opportune time to re-visit the vision and mission, to evaluate these in our current situation, 10 years into a unified professional body, and ask the question whether the vision stillencapsulates what we dream of professional body to be, does the mission still relevant to what we have become and what we want to do? We should be setting a strategy for LIASA into its second decade and into the new millennium.

LIS in SA

In South Africa in the different LIS sectors we have experience the South African Society in transition. We are now seeing the fruits of a long process where funding has finally come available for the Public Library sector and will relieve some of the pressure that public librarians have carried for a decade. What do we dream about for public libraries and the communities that the serve; what does the ideal public library look like and how do we make that a reality?

The School library sector has had significant policy developments. How will these policies be implemented to maximize the benefit the learners whom it should serve? What is in place, what should be in place?

Academic libraries have gone through a series of changes, most notably in South Africa, the mergers. What lies beyond academic libraries carrying out the mandate of providing research, teaching and learning whilst at the same time maximizing the technology to serve a multi-campus, multi-language community?

How well had the LIS sector fared in contributing to a democratic South Africa, nation building and the creation of a society that values and respects diversity. The LIS sector in South Africa should position itself to the strategic objectives of our parent body and at the same time the ideals of our country.

LIS in Africa and globally

How do we position ourselves for the next decade in the transformed society of South Africa? How do we contribute and benefit from our place in Africa?
What is the role of LIS on the African continent in the second decade of the new millennium? What is role of South Africa and African LIS in the global space and how do we realize it?

In short we are looking at the future, with an awareness from where have been and what the demands and challenges are on all levels of our South African, African and global society in the new millennium.

Below are some of the phrases we hope express the essence of the argument.

Calling all Members working in library acquisitions or technical services ...

Do you work behind the scenes, in library acquisitions and collection
and technical services?

If so, then you may be in line for the YBP Library Services/Lindsay &
Croft Award.

R10 000 is once again up for grabs with the call for nominations for
the annual award from YBP Library Services and its UK arm, Lindsay &
Croft, in South Africa under the auspices of LIASA: LIASA Acquisitions
Interest Group (LACIG).

These awards are designed to recognize the contribution of members of
the profession who work, often behind the scenes, in collection and
technical services (library acquisitions), and to promote leadership,
innovation, research, publication and practice in collection services.
It has been said that these are the folk whose labours go largely
unremarked, and "who make library administrators look good".

Nominations close 30th June 2007, so don’t delay. The winner will be
announced at the LIASA Annual General Meeting in Durban 17 August 2007.

To be nominated, you need to be a paid-up individual member of LIASA or
a paid-up LACIG member for the past two years.

The winner will need to prepare a comprehensive report which may be
published in LIASA-in-Touch and Acquisitions-in-Touch and make a
presentation at the next LIASA Conference in 2008 (to be held in Cape
Town). The winner will have to pay his/her own costs to attend the
conference.

Western Cape Higher Education Library Interest Group Panel Discussion postponed

The panel discussion on Digital Information Preservation : Methods and Initiatives arranged by WCHELIG (Western Cape Higher Education Library Interest Group) has been postponed.

Two-day International Workshop on Journal Publishing @ UWC

INTERNATIONAL WORKSHOPS ON JOURNAL PUBLISHING (STRENGTHENING SCHOLARLY PUBLISHING IN AFRICA: ASSESSING THE POTENTIAL OF ONLINE-PUBLISHING SYSTEMS)

Within the past few years, many projects have been initiated to improve Internet bandwidth, Internet connectivity, and librarian technical skills on African university campuses. This massive scale of support has been an important step towards improving conditions in universities libraries and giving scholars access to research. The next logical stepin this process is the development of local scholarly publishing and review capacities that will build a strong research base of published work by African researchers and scholars that is available to African institutions as well as to the world at large.

To that end, the Public Knowledge Project (PKP) at the University of British Columbia in Canada, Canada’s International Development Research Centre (IDRC) and with support from University of Western Capewill be holding a two-day international workshop on Online Scholarly Journal Publishing at DL2(UWC Campus, Bellville) on the 28th and 29th of June 2007. In conducting the workshops, we will cover cost for snack and working lunch and writing materials.

We will therefore be grateful if you could kindly nominate relevant candidates from your department to attend.

Reminder - LIASA SABINET Librarian of the year 2007

The LIASA Western Cape would like to remind branch members to nominate suitable candidates for the LIASA/SABINET LIBRARIAN OF THE YEAR AWARD for 2007.

Only 5 working days to 15 June 2007

This prestigious award shall be used for any educational purpose (either visits to relevant institutions locally or internationally; attending relevant conferences or studies).

The Librarian of the Year will be a role model to the rest of the LIS community and a person whose contributions make a lasting impact on the sector.

The deadline for Branch nominations is 15 June 2007.

Nominations must be received by this date to be considered. The Branch winners (finalists) will be announced on the 29th June 2007. These winners will then be adjudicated at national level during July.

Three finalists and the winner of the Liasa/Sabinet Librarian of the Year Award will be announced on 17th August at the Liasa Gala Dinner in Durban at the Elangeni Hotel.

Important things to note:
Upon submission of travel/conference/training arrangements to the Liasa National Office and Sabinet by the successful individuals, the money will be deposited into their accounts.
The award is not redeemable for cash.
The decision of the adjudication panel is final.
Eligibility for nomination: All members are eligible for nomination.

Those who nominate or are nominated may not serve as part of the adjudication panel; members of the Liasa Exco and Representative Council would therefore not be eligible for nomination.

On return/completion of trip/conference/training, the winner will:
Submit a formal report to Sabinet and Liasa National Office.
Write an article for the Liasa-in-Touch within a year of receiving the award.

Do a feedback presentation at the following year's Liasa National
Conference/AGM.

Reminder 13 July 2007 nominations for SA Librarians' Book Choice Award

Have you sent your nominations for your favourite South African title published in 2006 for the SA Librarians' Book Choice Award? Was "The Whale Caller" by Zakes Mda your favourite adult read? Or Spud by Johan van de Ruit? What about the "Ghost that closed down the town" by Arthur Goldstuck? Agaat by Marlene van Niekerk? And childrens' titles? Which is your favourite South African children's title for 2006?

In celebration of LIASA's 10th Anniversary, LIASA has introduced a new annual award called the SA Librarians’ Book Choice Award. This award honours South African books that librarians consider the pick of the crop, their favourites, published during the year before.

Criteria:
* There are two categories - Adult and Children; titles can be either fiction or non-fiction.
* Books must be written in any of the official languages
* Must be written by a South Africa author
* Must have been published for the first time during 2006

You may nominate up to five titles in each category. The winning titles in each category will be those which receive the most nominations.
The winners will be announced on 17 August 2007 at LIASA’s Annual General Meeting in Durban.

Nominations close Friday 13 July 2007.

2007 LIASA WESTERN CAPE BRANCH AWARD CALL FOR NOMINATIONS

A reminder that the Western Cape Branch of LIASA is calling for nominations for the 2007 Branch Award.

The LIASA Western Cape Branch Award recognizes an individual librarian or library team from any library (public, school, academic or special library) who has demonstrated exceptional creativity and resourcefulness in marketing, promoting and advocating for a single library or
libraries in the Western Cape.

This award is aimed at recognizing and honouring the librarians for their creativity in the promotion and marketing of, as well as advocating for their libraries, through innovative and imaginative programmes, projects and events.

What type of programmes or projects would be considered?

We are looking for programmes or projects which include the promotion and expansion or outreach of library services to the community where it did not exist before or in response to community needs. These could include:-
a.. support for educational programmes
b.. library programmes including promotion of library resources
c.. literacy, literature and reading programmes
d.. community outreach
e.. building or strengthening of local political, fiscal and public
support

Criteria

All nominations will be evaluated on the following criteria:-
1. how innovative and imaginative the marketing was
2. the obstacles and challenges faced,
3. the partnerships developed
4. how creatively resources were used
5. the results obtained (outcomes)
6. how the library is using these results
7. sustainability

Only programmes or projects carried out from January to December 2006 are eligible.

Who may be nominated?

If an individual librarian is nominated, he/she should be a current paid-up (2007) individual LIASA member. In the case of a library team being nominated, at least one member of the library team should be a current paid-up (2007) individual member.

Who may nominate?

Current paid-up (2007) Western Cape individual members may nominate individuals or library teams. Each entry must be accompanied by a written motivation from the nominator.

Judging Panel
The judging panel will comprise the Chair of the Western Cape Branch of LIASA; the Public Relations Officer of the Western Cape Branch of LIASA, or any other member of the Western Cape Branch Executive Committee; the convenor or a representative from each of the active Western Cape interest groups; Rheina Epstein, donor; and an independent marketing specialist.

The decision of the judging panel is final, and no correspondence will be entered into.

What do you need to do to enter?
1.. You must be a current paid-up (2007) member of LIASA or at least one member of your team needs to a current paid-up member.
2.. You or your library team must be nominated by a current paid-up (2007) member of LIASA. Each nomination must be accompanied by a written motivation.
3.. Only programmes or projects carried out from January to December 2006 are eligible.
4.. Together with the proposer's written motivation, you need to submit a portfolio which includes:-
a.. A written description of the programme expanding on the planning and execution, obstacles and challenges faced, the resources used and the results obtained
b.. Statistical information about the library, including the community served, circulation figures and staffing must be included as this will be helpful in giving context to the written submission
c.. Supporting material such as brochures, testimonials, press clippings, flyers and photographs should be included to substantiate the nomination. (These will not be returned as they will be used in other advocacy or marketing activities by the Branch and relevant interest groups.)
5.. The individual or representative of the team that has been nominated should be available to provide further information either through interviews or site visits.

Closing Date
All nominations and supporting material must be received by 28 September 2007

Announcement of Winner
Short-listed candidates will be invited to attend the Annual Western Cape Recruitment Breakfast where the winner of the 2007 LIASA Western Cape Branch Award will be announced. (In the case of a team, arepresentative will be invited to the function.)

National Certificate: Library and Information Services standards published for comment

Qualification and Unit Standards for the National Certificate:
Library and Information Services for public comment. Due date for comment is 25 June 2007.

The unit standards were published on 25 May 2007 in Gazette No 29904, Notice No 460.

Public Lending Right Workshop

Fatima Darries, Chair of the LIASA Western Cape Branch, points out that it is important for librarians working in public libraries to attend this legotla in order to understand the implications and to give their views as professionals.

Dr James Parker, CEO of the Public Lending Right (PLR) in the UK, is visiting South Africa in June to participate in the Rights Lekgotla organised jointly by ANFASA and the Publisher's Association of SA (PASA) at the Cape Town Book Fair. He will also be facilitating a brief
workshop on PLR, to take place the day the Book Fair ends.

Public Lending Right became law in the United Kingdom in 1979, and plays a crucial role in the country's creative economy by supporting authors financially. Public libraries accumulate lending figures for PLR, which collates the data and distributes the money received from the
government, direct to writers.

Public Lending Right exists in many countries besides the UK, but not in South Africa. In some countries, notably Australia and Canada, it operates as a 'cultural benefit' rather than a right of copyright, and this is the model of most interest in this country. Monies collected, which are not paid by the borrowing public but come from the state, go towards the development of authors and authorship.

On behalf of South African authors, ANFASA is opening the debate as to whether we need, want and aim to lobby for PLR in this country. It is a hugely important topic because PLR has the potential to contribute directly towards research and knowledge production as well as creative
writing.

Dr Parker is possibly the foremost authority in the world on this subject, and we are privileged to have him as our guest. All authors - not only academic and non-fiction authors - are invited to attend this workshop and to learn more about this crucial issue.
