Appointment of new LIASA Membership Administrator

On behalf of the LIASA Executive Council and the LIASA Representative Council, we would like to welcome Ms. Louise Coetzee, who has been appointed as membership administrator. Louise will be administering and managing the Association’s membership database as well as other membership tasks.

Louise matriculated from Framesby High School in Port Elizabeth and then attended the University of Port Elizabeth. She taught at the Commercial High School where she was also the school librarian for seven years. She has also worked in the offices of the Department of Water Affairs and Forestry and PBMR (Pebble Bed Modular Reactor). At PBMR she worked on and initiated various databases, placed contracts, sourced books and information from all over the world and controlled a large library budget. Louise is married to Jannie Coetzee and has two sons. Her passions are charity work (Lions of Pretoria South), cooking traditional South African dishes, pearl binding and dogs.

LIASA Membership Fees for 2011 - Early Bird reminder

The 2011 LIASA Membership Fees was recently announced at the LIASA Conference. As of 1 January 2011, the following membership fees will apply:

South African Library Week 2011

LIASA is pleased to announce that the theme for SA Library Week 2011 is “Read in Your Language @ Your Library” and will be celebrated from 19-26 March 2011.

In 2007, during IFLA in Durban, LIASA signed on to the Campaign for the World’s Libraries using the “@ Your Library” slogan. One of the aims has always been to translate the slogan into all 11 official languages and this will finally come to fruition this year, hence the choice of theme. The lack of a reading culture is of great concern and greater awareness should be raised. While reading is high on the agenda from various sectors, the Library Week theme speaks to this issue, stresses the importance of mother tongue instruction while at the same time promotes the use of libraries.

A detailed brief about the theme and the Library Week celebrations will be posted shortly.

Invitation to a dynamic presentation by Jenny Walker

MORE IS DIFFERENT: Taking the scholarly search experience to a new level by Jenny Walker (Consultant)

In the current LIS environment with the exponential growth in different formats of library material especially electronic and digital, library users seek a single search box to discover all their library collections, including local print collections and important content of all types of both a regional and global nature.

Federated searches first introduced in the early 2000’s went a long way towards achieving this, but Google has raised user expectations to new heights. Library users today expect instantaneous presentation of a single relevance-ranked results list, tightly integrated into their workspace.

Join us to hear Jenny talk about the rapid evolution of library discovery tools and services in the past 10 years, with a focus on the recent centralized approach to library Discovery demonstrating how ‘More is Different’ and how this new approach positively impacts the user’s search experience.

Jenny Walker is an independent industry consultant who previously held positions such as Executive Vice-President marketing at Credo Reference, Vice-President marketing at Ex Libris, and Director of Technology, Product Management at SilverPlatter.

WC Branch Award Information

The Western Cape Branch of LIASA is calling for nominations for the 2010 Branch Award.

The LIASA Western Cape Branch Award recognizes an individual librarian or library team from any library (public, school, academic or special library) who has demonstrated exceptional creativity and resourcefulness in marketing, promoting and advocating for a single library or libraries in the Western Cape .

There are innovative and imaginative programmes, projects and events happening across the Western Cape in all our libraries. This award is aimed at recognizing and honouring the librarians for their creativity in promoting, marketing and advocating in their libraries through these activities.

So regardless of the size or type of library you are in, if your library has had a special programme or project or event in the past year, where you have made a difference, raised the profile of your library – we want to hear about it!

What type of programmes or projects would be considered?

We are looking for programmes or projects which include the promotion and expansion or outreach of library services to the community where it did not exist before or in response to community needs. These could include:-

• support for educational programmes

• library programmes including promotion of library resources

• literacy, literature and reading programmes

• community outreach

• building or strengthening of local political, fiscal and public support

Previous winners include the Milnerton Library Adult Learner Centre, Fish Hoek and Masiphumelele Library Team and the Vrygrond Community Library.

Criteria

All nominations will be evaluated on the following criteria:-

• how innovative and imaginative the marketing was

• the obstacles and challenges faced, the partnerships developed

• how creatively resources were used

• the results obtained (outcomes)

• how the library is using these results

• sustainability

Only programmes or projects carried out from January to December 2009 are eligible.

Previously nominated individuals or library programmes are eligible to be nominated again provided that they have not won the Award.

Who may be nominated?

If an individual librarian is nominated, he/she should be a current paid-up (2009) individual LIASA member. In the case of a library team being nominated, at least one member of the library team should be a current paid-up (2010) individual member.

Who may nominate?

Current paid-up (2010) Western Cape individual members may nominate individuals or library teams. Each entry must be accompanied by a written motivation from the nominator.

Judging Panel

The judging panel will comprise the Chair of the Western Cape Branch of LIASA; the Public Relations Officer of the Western Cape Branch of LIASA; the convenor or a representative from each of the following Western Cape interest groups:- the Public and Community Libraries (PACLIG); Special Libraries (LiSLIG), Higher Education (WCHELIG) and School Libraries and Youth Services (SLYSIG); Rheina Epstein, donor; and an independent marketing specialist.

The decision of the judging panel is final, and no correspondence will be entered into.

What do you need to do to enter?

1. You must be a current paid-up (2010) member of LIASA or at least one member of your team needs to a current paid-up member.

2. You or your library team must be nominated by a current paid-up (2010) member of LIASA. Each nomination must be accompanied by a written motivation.

3. Only programmes or projects carried out from January to December 2009 (the previous year) are eligible.

4. Together with the proposer’s written motivation, you need to submit a portfolio which includes:-

• A written description of the programme expanding on the planning and execution, obstacles and challenges faced, the resources used and the results obtained

• Statistical information about the library, including the community served, circulation figures and staffing must be included as this will be helpful in giving context to the written submission

• Supporting material such as brochures, testimonials, press clippings, flyers and photographs should be included to substantiate the nomination. (These will not be returned as they will be used in other advocacy or marketing activities by the Branch and relevant interest groups.)

The individual or representative of the team that has been nominated should be available to provide further information either through interviews or site visits.

LIASA Librarian of the year: 2010

It gives us great pleasure to congratulate Denise Nicholson on being elected as LIASA Librarian of the Year 2010. Congratulations Denise on a well deserved acknowledgement of the sterling work you do.

Q and A : Draft community library and informaton services bill, 2010 - Audio Clip

This Q and A  session to discuss the Draft community library and information services bill, 2010, (please find it here) was presented at Session 3 of Day 1, at the 12th LIASA Conference.

Due to time constraints, as communicated by John Tsebe at the session, Puleng Kekana indicated there was insufficient time to answer questions.

Delegates, raised serious objections to what they perceived as a dismissal of feedback to this important proposed legislation, which could so critically effect libraries.

Conference alerts: Useful Information

As you know, the LIASA Annual Conference will take place in Gauteng from 28 September – 1st October 2010 and I hope many of you are preparing to attend.

· The LIASA National Office moves to the St Georges Hotel & Conference Centre for the duration of the conference.

· The Registration Desk at the conference will be open from Monday 27 September from 7:30 until 5pm. Kindly register as early as possible to avoid queues on Tuesday morning. The Registration Desk opens at 7 am on Tuesday.

· For a problem-free registration, please ensure that all payments have been made prior to your arrival. It would be advisable to bring along proof of payment for registration.

· The weather forecast for Gauteng promises sunny skies with a fine and quite warm forecast for Wednesday. We suggest dressing in layers and wearing comfortable shoes.

It is almost time for the LIASA Conference 2010.

For all members:-

If you have not voted in the 2010 elections, you only have a few days in which to do this. The President of LIASA will be from the Western Cape and the Branch also has the opportunity to have the National PRO hailing from this Branch. Nazeem Hardy, previous Branch Chair and current EXCO member is up for election in this portfolio. Make your voice heard by voting in the election for National PRO.
Voting closes on Tuesday 28 September at 12:00. Ballot papers can be faxed to 012 323 1033. Alternatively, ballot papers can be handed to colleagues attending Conference.
For those attending the LIASA Conference 2010:-

The Western Cape Branch has made it a tradition of taking a Western Cape group photograph and this year will be no different. We are hoping to have this photo taken on the Wednesday, 29th September. We will announce further details at the Conference.
Internet Access at the conference - There is wi-fi available in reception and the patio area of the St Georges at a cost of R25.00 a day. The Ebsco Internet Cafe is also available when there are no Ebsco demos running. Otherwise please take a 3G card or use the internet/email access on your cellphone.

Title: Online Access for the Public at the United States National Archives

Summary: Carol Lagundo and Rebecca Warlow from the U.S. National Archives and Records Administration (NARA) will discuss how NARA is developing its online search capabilities, digitization strategies, and social media to meet the 21st century needs of the public, researchers, and the U.S. Federal government. Their presentation will focus both on the business and the technological changes happening at NARA to improve online access to the records held by the U.S. National Archives.

Carol Lagundo is an IT Specialist and Project Manager for the Digital Strategies and Services Staff. She is a certified Project Management Professional with more than 10 years experience managing complex IT projects that support NARA's description and authority services. She assisted in the development of NARA's Archival Research Catalog (ARC) and oversees the day-to-day administration of the ARC system. Ms.

Lagundo chairs the Online Public Access (OPA) Working Group, working with NARA staff and contractors to implement the public access component of NARA's Electronic Records Archive (ERA).

Rebecca Warlow is a Supervisory Program and Management Analyst on the Digital Strategies and Services Staff. She is responsible for managing the content of NARA's Archival Research Catalog (ARC), training NARA staff on description standards, and coordinating digitization for access. Ms. Warlow also chairs NARA's Digitization Working Group, oversees NARA's wiki for researchers called Our Archives, and writes for NARA's blog, NARAtions.

Grants available for the LIASA Annual Conference

We are pleased to announce that the Department of Arts and Culture has made funding available to sponsor 80 grants for Librarians and Library Workers from Community and Public Libraries to attend the LIASA Annual Conference. This generous sponsorship is made possible from the Department’s Conditional Grant.

The Conference will be held from 28 September to 1 October 2010 at the St George Hotel and Conference Centre in Centurion, Gauteng.

The grant will cover registration fees only and the successful applicants must make their own arrangements regarding travel and accommodation.

The closing date for the application process is Friday 17 September 2010 at 12:00.

Successful candidates will be notified by no later than Tuesday 21 September 2010.

Congratulations to John Tsebe and Rachel More

On behalf of LIASA, we wish to congratulate Mr John Tsebe, National Librarian on his election as Chairperson of the Council for Directors of National Libraries of the World and Ms Rachel More, Deputy National Librarian, who will be secretary to the Council. We are very proud of them representing South Africa and the continent of Africa on this international platform.

The Commitee for Directors of National Libraries (CDNL) was set up in 1974 to discuss policies and carry out activities that could be performed most effectively by national libraries, on the understanding that its work would be coordinated with the IFLA section of National Libraries.

2010 Western Cape Branch Award - Call for nominations

The Western Cape Branch of LIASA is calling for nominations for the 2010 Branch Award.

The LIASA Western Cape Branch Award recognizes an individual librarian or library team from any library (public, school, academic or special library) who has demonstrated exceptional creativity and resourcefulness in marketing, promoting and advocating for a single library or libraries in the Western Cape.

There are innovative and imaginative programmes, projects and events happening across the Western Cape in all our libraries. This award is aimed at recognizing and honouring the librarians for their creativity in promoting, marketing and advocating in their libraries through these activities.

So regardless of the size or type of library you are in, if your library has had a special programme or project or event in the past year, where you have made a difference, raised the profile of your library – we want to hear about it!

What type of programmes or projects would be considered?

We are looking for programmes or projects which include the promotion and expansion or outreach of library services to the community where it did not exist before or in response to community needs. These could include:-

· support for educational programmes

· library programmes including promotion of library resources

· literacy, literature and reading programmes

· community outreach

· building or strengthening of local political, fiscal and public support

Previous winners include the Milnerton Library Adult Learner Centre, Fish Hoek and Masiphumelele Library Team and the Vrygrond Community Library.

Criteria

All nominations will be evaluated on the following criteria:-

· how innovative and imaginative the marketing was

· the obstacles and challenges faced, the partnerships developed

· how creatively resources were used

· the results obtained (outcomes)

· how the library is using these results

· sustainability

Only programmes or projects carried out from January to December 2009 are eligible.

Previously nominated individuals or library programmes are eligible to be nominated again provided that they have not won the Award.

Who may be nominated?

If an individual librarian is nominated, he/she should be a current paid-up (2009) individual LIASA member. In the case of a library team being nominated, at least one member of the library team should be a current paid-up (2010) individual member.

Who may nominate?

Current paid-up (2010) Western Cape individual members may nominate individuals or library teams. Each entry must be accompanied by a written motivation from the nominator.

Judging Panel

The judging panel will comprise the Chair of the Western Cape Branch of LIASA; the Public Relations Officer of the Western Cape Branch of LIASA; the convenor or a representative from each of the following Western Cape interest groups:- the Public and Community Libraries (PACLIG); Special Libraries (LiSLIG), Higher Education (WCHELIG) and School Libraries and Youth Services (SLYSIG); Rheina Epstein, donor; and an independent marketing specialist.

The decision of the judging panel is final, and no correspondence will be entered into.

What do you need to do to enter?

1. You must be a current paid-up (2010) member of LIASA or at least one member of your team needs to a current paid-up member.

2. You or your library team must be nominated by a current paid-up (2010) member of LIASA. Each nomination must be accompanied by a written motivation.

3. Only programmes or projects carried out from January to December 2009 (the previous year) are eligible.

4. Together with the proposer’s written motivation, you need to submit a portfolio which includes:-

• A written description of the programme expanding on the planning and execution, obstacles and challenges faced, the resources used and the results obtained

• Statistical information about the library, including the community served, circulation figures and staffing must be included as this will be helpful in giving context to the written submission

• Supporting material such as brochures, testimonials, press clippings, flyers and photographs should be included to substantiate the nomination. (These will not be returned as they will be used in other advocacy or marketing activities by the Branch and relevant interest groups.)

The individual or representative of the team that has been nominated should be available to provide further information either through interviews or site visits.

Nomination forms for the 2010 LIASA Western Cape Branch Award will be made available via the branch website at http://www.liasa.org.za/branches/wcape.php or through the Western Cape branch newsletter.

Nomination forms are also available from any branch or branch interest group committee members.

Closing Date

All nominations and supporting material must be received by 15 November 2010.

Short-listed candidates will be invited to attend the branch’s end-of-the-year Showcase event where the winner of the 2010 LIASA Western Cape Branch Award will be announced. (In the case of a team, a representative will be invited to the function.)

Tribute to Vincent Kolbe

It is with great sadness that we learnt that Activist, Librarian and Musician, Vincent Kolbe, passed away on 3 September after a long battle with cancer.

We wish to pay tribute to him for his contribution to librarianship and the anti-apartheid struggle in South Africa.

EE 24 hr Fast for School Libraries: over 5000 are fasting

Over 5000 people are Fasting with EE for school libraries in South Africa It is 10am, Friday 30 July 2010. School children, teachers, parents, activists and ordinary people have been fasting for 16 hours. Their aim: "1 School 1 Library 1 Librarian". If you haven't started fasting, start now for the remaining 8 hours.

At Salt River High School the entire school is fasting today. At Westerford, a privileged school, ranked South Africa's top school last year, 245 young people and many of their teachers are fasting. Learners from schools across Khayelitsha and Kraaifontein -- the core of EE who built this campaign -- are fasting; schools such as Hector Pietersen, Chris Hani, and Harry Gwala. The anti-apartheid icons after whom these schools were named would surely be proud.

The campaign has spread way beyond EE's core areas. Over 200 learners are fasting at Oscar Mpeta High School in Nyanga. Over 100 younger children are fasting for half at day at Zimasa Intermediary School. From learners in Sehunelo High School in Free State, to teachers in Munzhedzi Primary School and the University of Venda in Limpopo, today is a day of fasting and reading. From COSATU and the Treatment Action Campaign to UCT, UFS and Habonim, schools, universities, organisations and their members are fasting in solidarity.

Last night in Cape Town 250 people, comprising mainly of learners from schools in Khayelitsha, Kraaifontein, Bonteheuwel, Rondebosch and the city bowl congregated in Khayelitsha to begin the Fast. Speeches, poems and and songs were delivered by learners calling for a library in every school. Learners explained how they have battled to master reading because from grade 1 there have never been enough books available. Archbishop Thabo Makgoba, head of the Anglican Church of Southern Africa, addressed the crowd to thunderous applause. He said: 'This is a right, not a luxury'. The issue of textbooks was raised by a learner from Langa who says in his school there are 6 to a book. SABC TV crews were present to conduct interviews and film the singing crowd. Yoliswa Dwane, an Equal Education leader, ended the event by announcing: "Tomorrow, as we end the fast outside the Book Fair at the Convention Centre, we will say that library books and textbooks are not affordable for our learners. How can we expect our children to succeed when they and their schools cannot afford books?"

Remember why we're fasting
Equal Education has been campaigning for a policy on School Libraries for the past year under the banner of ‘1 School, 1 Library, 1 Librarian’. Government has now drafted, but not finalised, National Guidelines on School Libraries, but these guidelines are unlikely to be binding and do not come with a budget allocation for posts and training for librarians, and are not tied to an implementation plan to roll out school libraries. This is commendable progress, but as it stands it is not enough to bring books into the poorest schools. The Guidelines must set as their long-term goal a functional library in every school.

We're also fasting because books are too expensive. Government pays around R120 per textbook, and sometimes almost R100 per library book. Government could do a lot to bring down the price of books, and so could publishers. That's why, in Cape Town, we're ending the fast outside the Book Fair. A memorandum will be presented to representatives from the Department of Trade and Industry, National Treasury and the Publishers Association of South Africa. The Book Fair has our 100% support. It brings people together to celebrate books which is a wonderful thing. But we need to make these events, and their books, realities for the 92% of South African school children who go to schools without libraries (NEIMS 2009) and the 50% who don't have all their own textbooks (Social Surveys).

Breaking the fast
Events are scheduled for the breaking of the fast in 4 locations across the country (Cape Town, Thohoyandou, Johannesburg and Bloemfontein). Equal Education is confident that public awareness is growing and that the government will respond with a stronger commitment.

Waterfront Rotery School Library Support Pilot Project

The Waterfront Rotery and Biblionef has embarked on a project to assist Schools with existing Libraries which are not being used due to the lack of some resources and particularly trained staff to run the facility.

Fadeela Davids and Christine Fransman did a six day training programme with four schools which were chosen for this pilot project:

1.Factreton Primary School - Kensington
2.Rosewood P.S.- Bonteheuwel
3.Vuyani P.S. - Guguletu
4.Schotcheskloof PS - Cape Town

In addition to two participants from each of the four schools, trainees were included from schools like Easterpeak P.S, Heatherdale PS as well as some new volunteers.
On the last day, they were taken to Edulis, where Theresa De Young gave a presentation about LIASA & SLYSIG. Timothy did a presentation on the services which Edulis offers, and they were all shown around the Library. After this, Rose Damon (Edulis), and Dennis representing the Waterfront Rotary, handed out their Certificates.

WCHELIG/ICTLIG invites you to a gaming seminar ...

LIASA Western Cape Higher Education Interest Group and Western Cape's ICTLIG invite you to a lunchtime seminar on Gaming.

We are very excited to have as our guest speaker, Bettie de Kock (University of Pretoria's Department of Library Services) who is one of the first South African academic librarians to use gaming as a way of teaching information literacy to first year students. The first 3D game was created in 2008 by the UP Libraries' Learning Centre and was inspired by a statement in Marc Prensky's "Don't bother me Mom - I'm learning" ( Paragon House Publishers, 2006) where he says that the Net Generation come from digitally rich worlds and that their motto is usually "Engage me or enrage me!" Hence the title of Bettie's presentation "Engage me or enrage me: gaming and information literacy training".

Bettie de Kock is the information specialist for Education Innovation.

Membership "grace period"

Please refer to the reminders sent on the renewal of membership for 2010. LIASA has extended the “grace period” for members who have not yet renewed, but this grace period will expire on 31 March 2010. We kindly again remind you to renew by 31 March 2010 or you will be removed from the current paid-up member list and you will lose out on all the LIASA membership benefits. Non-renewed members’ names will be removed from the distribution lists of the LIASA-in-Touch and Listserv. Please also be reminded that you have to be a current paid-up member to qualify for discounted rates for conference, training courses and workshops.

Promotional Items for SA Library Week

AS part of SA Library Week 2010, LIASA developed additional promotional materials which included t-shirts, bookmarks, badges and pens. Unfortunately there was a problem with the courier and the items were delivered too late to be delivered before Library Week. The items are now available for distribution but this will be done to LIASA: WC members for now with further distribution following if there are still items left. If you are interested in receiving these promotional items please let us know so that we can make arrangements to have them delivered. Please take note of the contact people listed below and the need to provide your t-shirt sizes to your contact person.

LIASA: WC Endorses the Equal Education Campaign during SA Library Week

“Further, in regard to community libraries, EE would like to point out that it is not good enough for the DoE to offload its responsibilities onto the Department of Arts & Culture and municipalities who provide public libraries. For the majority of children in South Africa, these public libraries provide their only access to books. There are no books in most homes, and children, from the age of 7 – when they are supposed to learn to read – are expected to travel large, often unsafe distances to access reading material in public libraries. Further, anyone entering a township public library on a weekday afternoon during the school term will find the place crammed full, with young people queuing for hours to access books, computers and photocopy machines. This can render the public library unusable for the adult public, and also makes it difficult for young people to use it as a quiet place for homework and exam preparations. Lastly, public librarians, who do a sterling job, are not trained in terms of the school curriculum.” (Equal Education Press Release, 17 December 2009)

LIASA has chosen as “Reading Changes Lives” as the theme for SA Library Week, 20 -27 March 2010. In observing South African Library Week in the Western Cape, and in support of this theme, LIASA Western Cape supports Equal Education's campaign for school libraries "1 school 1 library 1 librarian" .

No matter which library sector we work in, we see the direct effects of very few schools having school libraries. The public libraries are the only alternative and are very often overwhelmed. In the academic sector, we see students battling because they have little or no information literacy skills.

This support for the EE campaign has also been taken up at a national level with SLYSLIG supporting the Equal Education campaign and has called for members in Gauteng to join the March for School Libraries on 26th March.

In the Western Cape, the March for School Libraries takes place on Sunday 21 March from 11.30 am from Thibault Square. We encourage LIASA members, their colleagues, families and friends to join the march.

BOOK DONATION

At our End-of-Year Recruitment Breakfast, held in December 2009, we collected books that would be donated to an identified project. We have decided hand over this collection to the Equal Education book drive as another measure of support of the campaign.
